the Canadian Defence Aerospace and Security Exhibition Atlantic
continues its combination of top level product and service
exhibition and timely seminar series.
FEATURED SPEAKERS
We are proud to bring to you, two featured speakers whose
presentations are closely linked with the themes of this year's
Plenary Sessions. Their thoughts will highlight aspects of
the discussions that will take place later during the event.

This presentation will be a high level brief
touching on the challenges posed by International Traffic in
Arms Regulations (ITAR) on industry and the recent efforts
of the United States government to address them.
Robert S. Kovac is the Managing Director of The Directorate
of Defense Trade Controls at the Department of State and
currently the Acting Deputy Assistant Secretary of State for
Defense Trade. He is responsible for the licensing, policy
and enforcement of the direct commercial sale exports of
defense articles and services from the US; export licenses
valued at over 100 billion dollars annually. Prior to moving
to the Department of State, he worked in various positions
at the Department of Defense in the Defense Technology
Security Administration, ultimately as the Director of
Licensing between 2002 and 2007. Before entering the civil
service, Mr. Kovac was a US Army officer and served in
infantry, intelligence, special operations, and inspector
general assignments in the US, Korea, Germany, Honduras, the
Caribbean and the Persian Gulf. Mr. Kovac is a member of the
Senior Executive Service, and holds a BA in Political
Science and Psychology from the University of Pittsburgh, an
MS in Strategic Intelligence from the Joint Military
Intelligence College, and is a graduate of the US Army
Command and General Staff College. |

This presentation argues that we have greatly exaggerated
the threats to Canada's Arctic sovereignty. The fact is, we
have friends in the Arctic. Chief among them is the United
States, even as it contests our jurisdiction over the
Northwest Passage. We should now be striving for an
integrated Canada-U.S. strategic approach to the defence
requirements of our two countries in an ever more accessible
Arctic region. A common strategic perspective should help provide
optimum conditions for joint participation in the
acquisition of constabulary and military capabilities for
the measured protection of Arctic North America.
Senior Fellow Massey College, University of Toronto and
Senior Fellow, Canadian International Council, Franklyn
Griffiths is Professor Emeritus of Political Science and
George Ignatieff Chair Emeritus of Peace and Conflict
Studies at the University of Toronto. His research and
policy interests centre on the Arctic, Russia, and
international security affairs. Among his authored and
edited publications are A Northern Foreign Policy (1979),
Politics of the Northwest Passage (1987), Arctic
Alternatives: Civility or Militarism in the Circumpolar
North (1992), Strong and Free: Canada and the New
Sovereignty (1997). At various times he served as director
of the Centre for Russian and East European Studies at the
University of Toronto, as senior policy advisor in the
Office of the Secretary of State for External Affairs,
visiting professor at Stanford University, and visiting
scholar at the University of Cambridge (Scott Polar
Institute). |
CLOSING KEYNOTE ADDRESS
This session will have senior representatives
speaking from the offices of Assistant Deputy Ministers from the
Department of National Defence, Industry Canada and Public Works &
Government Services Canada.

infrastructure and procurement resources but little is
produced in North America. Opportunities for Canadian
Industry to participate and export products and services to
