CANADIAN FORCES PROCUREMENT OUTLOOK

The DEFSEC team is proud to announce Mr. Dan Ross, ADM (Mat) as our keynote speaker for the seminar session on Friday morning. Mr. Ross will present the Canadian Forces Outlook on current and upcoming procurement projects. We anticipate another informative session this year and appreciate the Department's acknowledgment of the importance of the DEFSEC audience.

PLENARY SESSIONS

DEFSEC Atlantic has a wide spectrum of industry interests represented each year. For 2010, we have established a theme of Earth Observation from Space. Following on our successful keynote and panel presentations on Arctic Sovereignty in 2009, DEFSEC will be focusing on Space Surveillance and its potential for enhancing security, environmental study and regulation enforcement on land and sea.  Dr. James Fergusson, Director of the Centre for Defence and Security Studies at the University of Manitoba, will be the moderator for both plenary sessions.  Click here to view Dr. Fergusson's biography.

The original driver behind space-based earth observation was vital intelligence-security requirements during the Cold War. While the utility of earth observation has expanded into the civil science and commercial sectors, national security considerations remain the primary driver for government investments. Drawing from current Canadian sovereignty and security interests as identified by the presentation of Colonel Andre Dupuis (DND), this panel provides an opportunity to evaluate not only the value of space-based earth observation for the surveillance of Canadian territory, especially the Arctic, but also in terms of the contribution the planned radarsat constellation can make to international security and stability operations and roles for Canadian industry.

From its origins in the early 1960s, space-based observation technologies have advanced significantly in terms of sensors, effectiveness, reduced costs, and expanded utility. Even so, government, the primary user of earth observation data, and industry still confront significant technological challenges in reducing costs and improving near-real time access to earth observation information. Drawing from the address by Mr. Savi Sachdev (CSA), this panel provides a venue for evaluating key technological challenges facing government and industry, and identifying areas ripe for productive public-private cooperative research initiatives within the current environment of constrained resources.

L-3 MAPPS
"Integrated Platform Managament System (IPMS) for the Halifax Class Modernization Program"

L-3 MAPPS was selected to replace the integrated machinery control system on the 12 Halifax-class Frigates with a modern Integrated Platform Management System to not only deal with obsolescence issues but to also provide new and unprecedented capability for effective management of the platform machinery and systems.  This paper summarizes the key features of the IPMS and the achievements to date.

The role of modelling and simulation in acquisition programs has no bounds. Traditionally used for training, modelling and simulation's strength lies in its ability to visualize new ideas and concepts, test those against operational requirements, and validate their design. Too often have we heard stories of equipment being retrofitted because requirements were not clearly understood, resulting in significant, unanticipated costs to the client. As Canada's Navy continues to strengthen its maritime defence capability, modelling & simulation will provide the analytical environment necessary for decision makers to test and validate their acquisition decisions before investing in production activities, allowing them to "see the finish before they start."
